I've done this a few times for apps the were not as expected, I've had a refund all but once.
One time they did say all terms are final and wouldn't refund but I replied, "I understand those are the terms, but I don't feel the app was described correctly and as I buy apps regularly making sure I feel safe buying good apps is in our best interests." I had a reply from another support member that said, they understand and happily refunded.
