You earn Victory Points by having the most castles, territories, technologies, being Magnifico, and through other certain methods.
To meet those requirements, you'll have to upgrade your tanks, infantry, and aircraft so you can win battles.
You'll also need to balance your military efforts with economic resourcefulness.
