Will the Nintendo DSI continue to charge if I play it?

Hey everyone, I have a quick question. I'm planning to save up for a Nintendo DSI and I need to know something. Will the DSI regain battery life if I play it while it is charging, and does the DSI have a car charger. Thanks everyone.
